In September, 1999, the Ruggles community committed to reaching the Shan people for Christ. Here is our formal commitment statement:

We the people of Ruggles Baptist church, covenant with one another and with the Lord to adopt the Shan People from the Shan state of Burma, as our spiritual responsibility to be agents in the preaching of the gospel and the formation of the Church of our Lord Jesus Christ among this people. We shall purpose as a congregation to become informed about the Shan, to systematically pray for their salvation and for the birthing among them of the Church of our Lord Jesus Christ. In the implementation of this goal, we shall pray to the Lord of the Harvest to send laborers to the Shan. We shall seek to support the sending of missionary workers, both prayerfully and financially to the best of our abilities, trusting in the Lord’s faithfulness to provide both the will and the means with which to do so. We enter into this agreement beginning this twenty-sixth day of September 1999 until such time as a mature and healthy church has been established among the Shan people.

After praying for the Shan and the church’s adoption of the Shan people, Pastor Larry had his first meeting in 2001 on a  mission trip to Thailand and Burma.
